OMGIRC It is a good thing you are not an expert. It is not photoshoped. The pixels are do to it being a low res picture via a camera phone. This Walmart is in Lebanon, TN. I was there when the photo was taken.

It’s not fake, or photoshoped. He really did have that shaved into his head, but it was done as a joke for a friend of ours who is a hairdresser. And he was on his way out to my house that day for a party, that was taken at the Lebanon Wal-Mart.
