“Blow me where the pampers is” is as others have mentioned from the movie PCU. It was said to Gutter (played by John Favreau) by an old lady in a grocery store. It was a full blown hallucination, as the woman was actually asking “Can you show me where the campus is”.
I think the granny with the blow me shorts wins.
