It appears to be new (tires are very clean), and he appears to be coming from the area near the garden center (flowers along the sidewalk), so my guess is that he just bought it and is taking it to load on a truck to bring it home. Nothing odd here at all.

Let’s see……. Soda in the cupholder, T-Shirt looks like one of those ones that landscapers usually wear with the business name on it. So I agree with Love Pow, this guy is the landscaper. I don’t see anything funny about it, and really can’t see the point of this being on here.
