A couple of theories.
1. Cosplaing the mascot for this years Preakness: Kegasus.
2. Otakon. (Elaborate costumes are the norm and that would be a mild costume. 2 years ago i saw a guy dressed in an easily 9 foot tall articulated with pullies and levers mecha.
3. Baltimore ComicCon. (elaborate costumes are still the norm and its like 2-3 weeks after Otakon)
