It’s called a Chelsea/feather hair cut. Not anymore weird or stupid than people sagging their pants and it’s been around since the 80s or earlier.
It looks like half her head is shaved because there’s a chick standing behind her, you can see both of the other chick’s red plaid shoulders.

Its a gothic industrial style hair cut. She probably has a mohawk thats down right now. I really see nothing wrong with this. But then again I work in the music industry and very involved in the scene and travel worldwide. If this was England or Germany you would see alot more of that.
