I think the orange and black striped sock (stocking?) came from one of those Halloween shops.

Agreed with the very first comment from Rook; this is probably just some guy who is on his way to a party, not someone who wears this as his regular ‘fashion’ like most of the other folks on the site. I’ve worked in places where I wear various kind of costuming -usually historic, not clown, but what’s the big difference-, and while I usually change on site, there have been times when I traveled to/from a gig in costume. And have stopped for a snack or other last-minute item too. No big deal.
This guy is from my home town Wal-Mart. He is not a clown and this is not his job. This guy literally dresses up in crazy costumes for each holiday. He also decorates his car for each holiday.
