Looks like some workers had a field day while updating the bathrooms.
My guess is these are items stolen in the store room and the packaging dropped down between the walls to keep from people finding them. It is possible they climbed atop of the stall, opened the ceiling and dropped it down but it’s more likely employee theft. Crafty buggers.
